Mission Statement
The West End Library is committed to making available materials and programs whose purpose is the enrichment and enhancement of the lives of its patrons. Materials and services are developed and maintained for the education, intellectual stimulation, and pleasure of all residents of the area.
The West End Library affirms its dedication to three principles: intellectual freedom, the public's right to know, and the inclusion of diverse points of view. The Library acknowledges an obligation to make the public aware of its resources and to actively encourage patrons of all ages to utilize its resources.
Resident member: Anyone living in Union County may come to the West End Library to obtain a Library Card. We require proof of residency with your current address. Please bring one of the following with you when you apply:

Mail with your current address
Checkbook
Voter’s Registration card
Rental Agreement
Property Tax Bill
Utility Bill
Access PA Members: This is a statewide program in public libraries. The small blue sticker put on your library card allows you to check out materials from any other participating library. Most Pennsylvania libraries are members of this program. To use this service, you will need to have a library card from your local library with an ACCESS PA sticker on the card.
Non-Resident members: If you cannot qualify for an ACCESS PA sticker from your local Library, you may obtain a Library card which entitles you to the same privileges as a Resident member, for a $25.00 fee. We require identification with your current address. Please bring one of the following with you when you apply:

LIBRARY PROCEDURES
Welcome to the West End Library. The library is a place for everyone to enjoy. Parents are requested to supervise their children while in the library. Quiet talking is encouraged, but yelling is distracting to others and we ask that this be discouraged. Food, drink and running are not permitted in the library. We hope our service will provide satisfaction and pleasure. We welcome comments and suggestions.
Books and magazines
Books and magazines circulate for 2 weeks. Books may be renewed twice for a total of 6 weeks unless it is a new book, or is on reserve for another patron. New adult fiction books circulate for 1 week with 1 renewal. There is a four-book limit for children not accompanied by a caregiver. Books on reserve will be held 3 days after the patron has been notified that the item is available. MAGAZINES ARE NOT RENEWABLE.
A book return is located to the left of the outside door for the return of books and magazines only. Audio’s and videos must be returned inside the library and NOT the book return. Extreme heat and cold will damaged these materials. Any books or magazines deposited in the book return after the close of the business day will be considered as returned the following day and fines will be charged.
BOOKS-ON-TAPE, DVD'S AND VIDEOS
A multi-media use agreement must be signed before any books-on-tape, DVD's or videos may be checked out. Patrons under age 18 must have a parent/legal guardian co-sign this agreement. Videos & DVD's circulate for 7 days only, no renewals,. Books-on-tape circulate for 14 days and may be renewed twice. All multimedia materials MUST be returned to the circulation desk during library hours. If these materials are not rewound, there is a $.25 fee.

Overdue fines
Overdue fines are $.10 a day for overdue books and magazines. Audiocassettes and videocassettes have an over due fine of $1.00, for every day we are open.
Vacation rentals
Materials will be renewed automatically up to 6-week period if a vacation will be longer than two weeks. New materials, 14-day books and videos may not be taken on vacation renewal. Please inform the staff at the time of checkout if a vacation renewal is needed.
Teacher Renewals
Schoolteachers may have books for use in the classroom renewed automatically for a 6-week period, after which time the books must be returned or fines will be assessed. Please inform the staff at the time of checkout if a teacher renewal is needed.
Public Access Computers
Users must read the Acceptable Use Policy and agree to abide by the guidelines for computer use by signing the Acceptable Use Agreement. For those under 18 years of age, a parent or legal guardian must read and sign the Acceptable Use Agreement.
Library fees
Copies are $.15 a copy, $.20 for both sides. Printing charge for the patron
computers is: $.20 for a black & white copy and $.25 for color . Fax machine
fees :
$1.00 For1st page and $.50 For each additional page there after. To receive a
Fax: $.50 per page.

Memorial Book Program
The West End Library's Memorial Book Program offers you an opportunity to honor the memory of friends or relatives by donating a book to the collection of the library. You may specify a subject area or the library staff will select a book in an area of need for new materials. Your gift book will bear a bookplate naming the donor and the person memorialized. Letters of acknowledgment and appreciation will be sent to both the donor and family of the person who is being honored. We ask that you please give us all the information necessary when you make your monetary donation to the West End Library.
Honorary Book Program
The Library's Honorary Book Program gives you the unique opportunity to honor a person, a special occasion (birthday, anniversary, retirement, etc.) You may specify a subject area of the library staff will select a book in an area of need for new materials. Your gift book will bear a bookplate naming the donor and the person/event honored. Letters of acknowledgment and appreciation will be sent to both the donor and honoree.
